National Commission for Human Rights (NCHR) Rwanda Announces Commissioner Vacancies 2026 Apply Before 31 July 2026

The National Commission for Human Rights (NCHR) Rwanda has officially announced vacancies for the position of Commissioner of the National Commission for Human Rights. Qualified Rwandan professionals from eligible institutions are invited to submit their applications before the stated deadline.

This recruitment is conducted in accordance with Law No. 024/2026 of 11 June 2026 governing the National Commission for Human Rights, particularly Articles 15 and 16.

About the National Commission for Human Rights

The National Commission for Human Rights (NCHR) is an independent public institution responsible for promoting, protecting, and monitoring human rights in Rwanda.

The Commission works closely with public institutions, civil society organizations, development partners, and communities to ensure that human rights principles are respected throughout the country.

Commissioners play a strategic role in guiding the institution's policies, oversight functions, and advocacy initiatives.

Position Available

Commissioner of the National Commission for Human Rights (3 Positions)

The Selection Committee invites qualified candidates to apply for appointment as Commissioners.

Institutional Origin of Commissioners

Applicants should come from one of the following sectors:

  • Civil society organizations, particularly NGOs promoting and protecting human rights
  • Public or private higher learning institutions
  • Public institutions
  • Private sector organizations

Eligibility Requirements

Applicants must satisfy all of the following requirements:

  • Be a Rwandan national.
  • Demonstrate high standards of integrity.
  • Have leadership experience within public or private institutions.
  • Have never been definitively convicted of genocide, genocide ideology, or related offences.
  • Have never been definitively convicted of war crimes or crimes against humanity.
  • Have never been sentenced to imprisonment for six (6) months or more.

  1. Application letter addressed to the Chairperson of the Committee responsible for the Selection of Candidate Commissioners of the National Commission for Human Rights.
  2. Copy of National Identity Card.
  3. Criminal Record Certificate.
  4. Detailed Curriculum Vitae (CV).
  5. Copies of academic certificates.
  6. Documentary evidence demonstrating leadership or management experience in public or private institutions.
  7. Recommendation letter issued by the representative of one of the eligible institutions.
