What Is the HEC Government Study Loan?
The HEC Government Study Loan is a financial support program managed by the Higher Education Council, the government institution responsible for regulating higher education in Rwanda. The program is designed to support talented Rwandan students who wish to pursue studies abroad in fields that are aligned with the country's national development priorities especially programs that are not yet offered by local higher learning institutions.
Funding is awarded competitively based on national priority areas and the availability of funds within the approved government budget.
What Does the Loan Cover?

- Tuition fees
- Living allowance
- Research fees
- Medical insurance
- Other approved study-related expenses
Are You Eligible?
Before you rush to apply, make sure you meet the following eligibility criteria:
- You must be a Rwandan student intending to study abroad
- You must have already secured admission in a recognized foreign university
- If applying for a Bachelor's degree, you must have completed Senior Six in 2024 or 2025
- Your program must be in a priority field not offered in Rwanda
- You must demonstrate strong academic performance preferably 80% and above
- Ongoing students already enrolled in foreign universities are not eligible
- Students admitted to local universities are not eligible

- Certified academic certificates and transcripts
- Valid admission letter from a recognized foreign university
- Copy of your National ID
- Updated Curriculum Vitae (CV)

- Detailed cost breakdown covering tuition, living expenses, and other costs
