REMA is recruiting for the following positions:

1. Logistics Officer

Position Overview

The Logistics Officer will be responsible for developing and implementing effective logistics management systems to support REMA's operations. This role is critical in ensuring the smooth functioning of the organization's daily activities through efficient resource management and asset control.

Key Responsibilities

The successful candidate will develop and implement methodologies and tools for effective execution of logistic plans while ensuring daily management of logistics to facilitate proper functioning of operations. Responsibilities include ensuring codification and recording of materials, elaborating periodic inventory of fixed and non-fixed assets on monthly, quarterly, and annual basis.

The position requires managing the delivery of materials and equipment ordered by the institution, organizing and supervising distribution of purchased assets, and ensuring maintenance of non-fixed assets. The Logistics Officer will identify equipment requiring replacement based on amortization laws and material status, provide written technical advice for decommissioning damaged or depreciated equipment, and participate in elaborating contracts for maintenance, services, and equipment.

Additional responsibilities include proper management of stores, vehicles, and fuel, as well as preparing periodic reports on SPIU REMA property.

Required Qualifications

Candidates must possess a Bachelor's Degree in Store Management, Accounting, Supply Chain Management, Logistics Management, or Assets Management, accompanied by five years of relevant professional experience.

Essential Competencies

The ideal candidate will demonstrate resource management skills, problem-solving abilities, and strong decision-making capabilities. Time management skills and risk management expertise are essential, along with digital literacy. Fluency in Kinyarwanda and English or French is required, with knowledge of all three languages considered an added advantage. Analytical skills, knowledge of asset management practices, and a results-oriented approach are critical for success in this role.

2. Air Quality and Climate Change Management Specialist

Position Overview

This specialized position focuses on coordinating and managing project activities related to air quality and climate change initiatives. The successful candidate will play a central role in implementing REMA's environmental protection programs and climate change mitigation strategies.

Key Responsibilities

The Air Quality and Climate Change Management Specialist will coordinate and manage day-to-day project activities, ensuring implementation of all work packages. The role involves leading the planning, execution, and monitoring of project activities in accordance with approved work plans and budgets.

Supervision of project staff, consultants, and service providers falls under this position's purview, along with ensuring effective coordination with REMA divisions, SPIU, government institutions, and partners. The specialist will manage project risks, propose mitigation measures, and ensure compliance with procurement, financial management, and reporting requirements.

Additional responsibilities include overseeing preparation of technical and financial reports on quarterly, mid-term, and final basis, liaising with project stakeholders and supporting their participation, and organizing validation meetings and project Steering Committee meetings. The position requires liaison with donors, support for audits, evaluations, and reviews, as well as ensuring documentation, visibility, and knowledge management of project results.

Required Qualifications

Applicants must hold a Master's Degree in Environmental Sciences, Chemistry, Meteorology, Atmospheric Science, Climate Sciences, Physics, or Climate Change, with a minimum of three years of relevant professional experience.

Essential Competencies

Excellent communication, negotiation, and report-writing skills in English and Kinyarwanda are mandatory. Candidates must demonstrate three years of experience in air quality management, climate change, meteorology, or industrial processes. Strong project management capabilities and stakeholder engagement skills are essential for this role.

3. Climate Change Reporting Sector Specialist

Position Overview

The Climate Change Reporting Sector Specialist will play a crucial role in developing Rwanda's climate change reports and ensuring compliance with international climate reporting obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement.

Key Responsibilities

This position involves preparation and development of chapters for Biennial Transparency Reports (BTRs) and National Communications (NCs), reporting project technical progress and milestones to the Climate Change Program Manager, project steering committee, MINECOFIN, and project donors.

The specialist will support REMA in meeting technical reporting requirements to project donors in a rigorous and timely manner, mobilize goods and services for project activities including drafting terms of reference and specifications, and manage project personnel, consultants, and contractors to ensure optimal performance.

Responsibilities include linking with key project stakeholders, liaising with academic and research institutions for capacity building opportunities, organizing technical workshops to review and validate project documents, and undertaking capacity building and awareness raising initiatives for the public. The position also involves coordinating activities related to the development and review of project documents.

Required Qualifications

Candidates may qualify through either of the following educational pathways:

  • Bachelor's Degree in Environmental Engineering, Chemistry, Physics, or Geography with five years of relevant experience.
  • Master's Degree in Environmental Sciences, Environmental Engineering, Environmental Economics, Chemistry, Physics, Climate Change, or Geo-information and Sustainable Environment with three years of relevant experience.

Essential Competencies

Fluency in Kinyarwanda and English or French is required, with knowledge of all three languages advantageous. Candidates must possess three years of experience in climate change reporting under UNFCCC or climate change research, along with a solid understanding of international conventions to which Rwanda is party.

Proficiency in planning and application of tools for project development is essential. Proven competence in international climate reporting, working with development partners, understanding and reporting to the Paris Agreement requirements, and using computer applications including Microsoft Office and IPCC Software is required. Experience with ETF reporting systems is an added advantage.

Skills in greenhouse gas (GHG) inventory preparation, Nationally Determined Contributions (NDC) tracking, and Monitoring, Reporting, and Verification (MRV) systems are essential. The successful candidate must demonstrate flexibility in working within teams or individually, ability to collaborate with diverse stakeholders, and capability to work under pressure while meeting challenging timescales.
