The National Agricultural Export Development Board (NAEB) invites applications from qualified and self-motivated professionals for a Field Officer position within the PSAC (Project to Support Agricultural Commercialization) Project. This role represents an excellent opportunity to contribute directly to Rwanda's agricultural development and export competitiveness in Rusizi and Nyamasheke districts.

About the Position

Position Title: Field Officer/PSAC Project
Duty Station: Rusizi and Nyamasheke Districts
Reporting Line: Production System Support Program Manager

Position Overview

The Field Officer will play a crucial role in implementing agricultural export development activities, working directly with farmers and stakeholders to enhance production systems for key export crops. This position requires a dynamic professional who can effectively bridge technical knowledge with practical field implementation while supporting value chain development initiatives.

Key Responsibilities

Agricultural Extension and Farmer Support

  • Actively engage in beneficiary selection processes under the guidance of value chain specialists and operations managers
  • Provide comprehensive support in designing agri-export development activities, including cash crops, gardens, and farming systems
  • Design and organize Farmer Field School (FFS) trainings for PSAC beneficiaries in collaboration with value chain specialists
  • Organize and supervise field planting activities, including input distribution, training delivery, demonstration farm setup, maintenance, and monitoring

Technical Coordination and Quality Assurance

  • Coordinate awareness campaigns and demonstrations of technical solutions for farming efficiency across target export crops (coffee, tea, horticulture)
  • Monitor field work conformity with PSAC and NAEB standards, ensuring alignment with planned activities, Bills of Quantities, and contractual obligations
  • Support technical evaluation of agricultural materials in collaboration with value chain specialists and M&E managers
  • Ensure timely implementation of field activities according to predefined schedules

Stakeholder Engagement and Reporting

  • Coordinate field operations with local partners, including district authorities, participating farmers, and affected communities
  • Document and report anomalies and challenges encountered during PSAC activity implementation
  • Collect and analyze technical, social, economic, environmental, and institutional data to support project delivery
  • Maintain comprehensive documentation and submit progress reports on daily, weekly, monthly, and quarterly basis

Additional Duties

  • Facilitate knowledge and experience sharing among stakeholders and agricultural professionals
  • Undertake other project-related tasks as assigned by the Project Operations Manager or NAEB management

Qualifications and Experience

Educational Requirements

  • Bachelor's degree in Agriculture, Agronomy, Horticulture, Crop Production, Food Security, Agribusiness, or Agricultural Economics from a recognized university

Professional Experience

  • Minimum three years of relevant experience in the agriculture sector or rural development activities
  • Proven experience in agricultural extension work or farmer outreach activities
  • Preferably experience with crops targeted by the project
  • Experience in Macadamia and/or Patchouli value chains is an added advantage
  • Sufficient knowledge of export crop development in Rwanda and their production systems

Technical Skills

  • Valid driving license (Category A)
  • Computer literacy in Microsoft Office Suite (MS Word, Excel, Outlook)
  • Proficiency with smartphones and database software
  • Strong data collection, analysis, and reporting capabilities

Language Requirements

  • Fluency in Kinyarwanda
  • Proficiency in English and/or French
