RISE Rwanda 2026: A Second Chance for Youth to Complete Secondary Education and Earn an A2 Certificate

Good news for young people in Rwanda who were unable to complete secondary school. The Government of Rwanda, through the Ministry of Education, has launched the Resilience in Secondary Education (RISE Rwanda) program. This initiative offers a second chance to youth who dropped out of secondary school and wish to continue their education and obtain an equivalent A2 secondary school certificate.

The program aims to empower young people through flexible learning supported by technology and strong partnerships with organizations dedicated to education and youth development.

What is RISE Rwanda?

RISE Rwanda is a national education initiative designed for youth aged 18–35 years who started secondary school but did not complete it. Participants will study for approximately six months to one year and receive an A2 Equivalent Certificate upon successful completion.

The program is implemented through partnerships involving the Ministry of Education, Mastercard Foundation, CMU, UNICEF Rwanda, Imbuto Foundation, CRS, YWCA, and DOT Rwanda.

Students can study:

  • Geography
  • Economics
  • History
  • Mathematics
  • English

These study options are intended to provide learners with both academic knowledge and practical skills.

Eligibility Criteria

Applicants must meet the following requirements:

  • Be between 18 and 35 years old
  • Have completed lower secondary education (S3)
  • Have dropped out while in Senior 4, Senior 5, or Senior 6 and stayed out of school for at least three years
  • Students who failed the national examination and have stopped studying for three years are also eligible

Registration is conducted online through the RISE platform.

  3. Fill in your personal and academic information
  4. Select your preferred study pathway
  5. Submit your application

Opportunity for Learning Facilitators

The announcement also invites graduates with a bachelor's degree in science, humanities, or English education to apply as volunteer learning facilitators. Applications for facilitators close on 31 May 2026.
