Applications are now open for the Azerbaijan Government Scholarship 2026–2027, officially known as the Heydar Aliyev International Education Grant Program. This fully funded scholarship invites international students from eligible countries to pursue Bachelor’s, Master’s, PhD, General Medicine, Medical Residency, and Preparatory Programs in Azerbaijan. What Is the Azerbaijan Government Scholarship?

Launched by the Government of Azerbaijan in honor of National Leader Heydar Aliyev, this scholarship program was created to strengthen global education ties through academic and cultural exchange. International students from eligible countries are invited to study at leading Azerbaijani universities, gaining high-quality education while experiencing Azerbaijan's rich history, modern infrastructure, and diverse culture.

The program is open for Bachelor's, Master's, PhD, General Medicine, Medical Residency, and Preparatory Programs.

Full Scholarship Benefits Everything Covered

This is a 100% fully funded government scholarship. Here is what selected scholars receive:

Full tuition fee coverage, including language preparatory courses where required
Monthly stipend of 800 AZN (approximately 470 USD) for 10 months per year
International round-trip economy airfare once per year
Annual medical insurance allowance of 200 AZN
Single-entry visa to Azerbaijan
Temporary residence permit for each academic year
Access to Azerbaijan's modern academic and research facilities

Who Can Apply? Eligibility Criteria

Before applying, make sure you meet the following requirements:

Must NOT be a citizen of Azerbaijan or a former Azerbaijani citizen
Age limits as of September 15, 2026:
Undergraduate and General Medicine below 35 years
Master's and Medical Residency below 40 years
PhD below 45 years

Must be officially nominated by a relevant government authority (Ministry, Embassy, or state body) in your home country
Minimum academic performance of 70% or equivalent GPA
Valid medical certificate including HIV/AIDS and Hepatitis B and C test results
Must meet language requirements in English, Russian, Turkish, or Azerbaijani, depending on the program
Dual nationals must apply under only one eligible nationality

Applicants may select up to three programs at different participating Azerbaijani universities.

Required Documents

Prepare the following before applying:

Completed nomination form (Stage 1)
Copies of diplomas and academic transcripts (minimum 70% performance)
Medical certificate issued within the last three months, including HIV/AIDS and Hepatitis B and C results
Valid passport copy
Updated CV or Resume

Language proficiency proof:
- English: IELTS 5.0 (undergraduate) or 5.5 (postgraduate), or TOEFL equivalent
- Russian, Turkish, or Azerbaijani: proof of proficiency or previous education in that language

Motivation letter
Copies of academic awards (if any)
All documents must be notarized and translated into Azerbaijani, Turkish, English, or Russian if originally in another language
PDF format uploads are required during Stage 2 via the SIACAS portal

How to Apply Two Stage Process

Stage 1 Government Nomination (Deadline: April 15, 2026, at 6 PM Baku Time)

Submit all required documents to the relevant government authority, Ministry, Embassy, or state body in your home country. You cannot proceed to Stage 2 without an official nomination.

Stage 2 Online Application via SIACAS Portal (May 18 – June 1, 2026 at 6 PM Baku Time)

Visit the official SIACAS portal and create your account
Select "Heydar Aliyev – International Education Grant" as the admission channel
Choose up to three programs at participating universities
Upload all required documents in PDF format
Track your application updates directly through your SIACAS portal account
