The Role: Road Engineer Ngaruyinka Project

Reporting to: Project Manager Ngaruyinka
Type: Contractual Position

Core Responsibilities

1. Surveys, Investigations & Design

You'll be at the forefront of technical excellence, responsible for:

  • Overseeing topographic surveys, geotechnical investigations, and traffic counts—ensuring every design decision is based on solid data
  • Reviewing and approving detailed designs covering horizontal and vertical geometry, pavement structure, intersection treatments, and traffic calming measures
  • Integrating sustainable design principles such as swales, bio-retention systems, rain gardens, curb cuts, and coordinating with drainage and WASH leads
  • Preparing detailed drawings, BOQs, specifications, work methods, and design reports that meet international standards
  • Ensuring adoption of low-carbon materials in road design and promoting inclusive, sustainable practices
  • Conducting laboratory testing on construction materials to ensure compliance with climate-resilient road design principles
  • Ensuring alignment with the Green City Kigali Masterplan where your work becomes part of a larger transformative vision

2. Construction Supervision & Quality Control

Engineering excellence doesn't stop at design. You'll also:

  • Review weekly, monthly, and quarterly progress reports from consultants and contractors
  • Monitor consultant and contractor work plans to ensure timely, quality delivery
  • Supervise design and construction of roads, streets, pathways, cycling and pedestrian walkways
  • Oversee utility relocations and construction of market, football pitch, TVET school, and other community amenities
  • Enforce traffic management plans, OHS, and ESM Plans to ensure safety and environmental compliance
  • Coordinate utility relocation for power, water, sewer, and ICT infrastructure

3. Contract & Cost Management

Financial stewardship is crucial to project success:

  • Prepare Terms of Reference for recruiting consultants and conducting feasibility studies
  • Review design and supervision plans to optimize resource allocation
  • Manage contracts and supervise consultants and contractors to ensure accountability
  • Assist procurement teams to expedite processes and avoid delays
  • Validate Interim Payment Certificates (IPCs) and measurement sheets
  • Manage variations and procurement in close collaboration with supervising consultants
  • Handle defect liability closeout and ensure proper handover documentation

Who Should Apply?

Qualifications & Experience

Minimum Requirements:

  • Registration with the Institution of Engineers in Rwanda (IER) – This is non-negotiable
  • Bachelor's or Master's Degree in Civil/Highway/Transport Engineering
  • Minimum 10 years of relevant and proven experience in urban road design and supervision for Bachelor's degree holders
  • Minimum 7 years of relevant and proven experience in urban road design and supervision for Master's degree holders
