The Rwanda Information Society Authority (RISA) is a government institution responsible for advancing digital transformation and ICT services in Rwanda. It is currently recruiting qualified and motivated candidates for three technical positions in software development and ICT support. These roles aim to strengthen digital systems, improve service delivery, and support national ICT infrastructure. ELIGIBILITY CRITERIA (GENERAL)

Applicants must hold relevant qualifications in ICT-related fields such as:

• Software Engineering
• Computer Science
• Computer Engineering
• Information and Communication Technology
• Electronics and Telecommunication Engineering
• Information Systems / Management Systems / Business IT (for senior role where applicable)

Experience requirements vary by position:

• IT Help Desk Officer: 0 years experience
• Developer: 3 years (or 1 year for Master's holders)
• Senior Software Engineer: 3 years (Bachelor's) or 1 year (Master's)

DUTIES AND RESPONSIBILITIES (SUMMARY)

IT Help Desk Officer

• Provide ICT technical support to users
• Maintain computers, servers, and ICT equipment
• Train users on ICT tools and systems
• Monitor system performance and troubleshoot issues
• Support network and infrastructure operations

Developer

• Design, develop, and maintain software systems
• Write clean and efficient code
• Perform system integration and testing
• Fix bugs and improve system performance
• Work with APIs, databases, and development frameworks
• Deploy and maintain applications

Senior Software Engineer

• Lead software design and architecture decisions
• Review and improve code quality
• Mentor junior developers
• Manage system deployment and version control
• Ensure system security, scalability, and performance
• Oversee integrations and advanced development tasks
