How to Apply for Rwanda's National Professional Internship Program (NPIP) & Young Professional Program (YPP): A Complete Guide

If you're a fresh graduate in Rwanda wondering what comes next after university or TVET, this guide is for you. The Government of Rwanda, through MIFOTRA, runs two powerful programs designed to bridge the gap between education and employment: the National Professional Internship Program (NPIP) and the Young Professional Program (YPP). Here's everything you need to know.

What Are These Programs and Why Do They Matter?

The NPIP and YPP exist for one core reason: to make sure Rwanda's graduates don't just hold certificates, but build real, marketable skills. These programs improve employability, strengthen workplace learning across all sectors, and align professional development with Rwanda's national priorities, including the National Strategy for Transformation (NST2) and the Workplace Learning Policy.

Simply put, if you've just graduated and need structured, paid work experience, this is your gateway.

Program Structure

Internships under NPIP run for 6 months by default, with the possibility of extension up to 12 months for graduates placed in priority fields. The program operates across four streams:

  • National Professional Internship Program (NPIP)
  • Community-Based Internships
  • Project-Based Internships
  • Special Academic Internships

Each stream is designed to match different graduate profiles and institutional needs, so there's something for almost every background.

Who Can Apply? (Eligibility for Interns)

You qualify if you are:

  • A Rwandan fresh graduate from a Higher Learning Institution (HLI) or TVET A1 and above, having graduated within the last 2 years
  • A refugee graduate holding a valid refugee ID
  • An international student currently studying in Rwanda (self-sponsored)

For Special Academic Internships, you must be a current student at an HLI or TVET institution with rare or specialized skills aligned to NST2, and you'll need a formal internship agreement in place.

Which Institutions Can Host Interns?

The program is open to a wide range of host institutions, including:

  • Public institutions and local government bodies
  • Private sector companies and MSMEs
  • NGOs, FBOs, civil society organizations, and international organizations

Host institutions must submit required documents and accept full supervision responsibilities. For Special Academic Internships specifically, the host must provide a minimum stipend of 100,000 Rwf per month.

How Does the Application and Placement Work?

Applications are submitted through the MIFOTRA e-recruitment online portal (recruitment.mifotra.gov.rw). Once submitted, your application remains valid for 2 years, meaning you don't have to reapply every cycle.

Placement follows a first-come, first-served principle, with exceptions made for persons with special needs and those with formal recommendations. Private sector companies, NGOs, FBOs, districts, and public institutions outside Kigali are allowed to propose specific candidates they'd like to host.

Before placement is confirmed, host institutions may conduct interviews with candidates. Once placed, an induction session is mandatory before the internship officially begins.

Financial Facilitation: What You'll Receive

Interns receive a transport facilitation of 50,000 Rwf per month. This is paid either by the coordinating body or the host institution, depending on the arrangement.

For extensions in priority fields, costs are shared. For non-priority field extensions, the host institution is expected to cover costs. All fieldwork-related expenses are covered by the host institution, and any outstanding arrears must be cleared before an intern's completion is processed.

Suspension, Extensions, and Completion

The standard internship is 6 months. Extensions beyond this require formal approval. Suspensions are allowed under specific circumstances: maternity leave, health issues, force majeure situations, or economic hardship.

To successfully complete the program, interns must submit a final report, undergo a performance evaluation, and receive an official completion certificate.

The Young Professional Program (YPP)

The YPP is a step above NPIP. It targets graduates with rare or specialized skills in critical or priority sectors. The YPP includes structured recruitment, mentorship, performance evaluations, and ends with a formal competency assessment. If you're a high-calibre graduate in a specialized field, this program is worth looking into seriously.

Roles and Responsibilities at a Glance

  • The Coordinating Institution (MIFOTRA) assesses host institutions, matches interns, provides transport facilitation, monitors performance, handles complaints, and issues completion certificates.
  • Interns are expected to respect their contracts, observe workplace ethics, communicate challenges early, maintain professional conduct, and submit their final reports and evaluations.
  • Host Institutions sign contracts, assign dedicated mentors or supervisors, provide a proper working environment, offer training opportunities, submit monthly and final performance reports, cover fieldwork costs, and report any misconduct, early exits, or conflicts.
