What Is the MEXT Scholarship?

The MEXT Scholarship (short for Ministry of Education, Culture, Sports, Science and Technology) is Japan's flagship government scholarship program. It is one of the most prestigious scholarships in the world fully funded, highly competitive, and open to students from countries with which Japan has bilateral agreements.

Rwanda is one of those countries. Through the cooperation between the Governments of Rwanda and Japan, Rwandan students can apply through the Embassy of Japan in Kigali under three categories.

Who Can Apply

1. Undergraduate Students

For students who have completed secondary school (S6) and want to pursue a full bachelor's degree in Japan.

2. College of Technology Students

For students interested in technical and engineering education at the college level in Japan.

3. Research Students (Master's & PhD)

For university graduates who want to pursue postgraduate research either a Master's degree or a PhD at a Japanese university.

This guide focuses primarily on the Research (Master's & PhD) category, as that application window is officially confirmed open by the Embassy of Japan in Rwanda.

Eligibility Criteria

Before you start gathering documents, check these requirements carefully:

Academic Performance

  • You must have an average grade of 70% or higher across your entire last university degree program not just the final year, but the full program average.

Nationality

  • You must be a Rwandan citizen.

Age

  • Generally, applicants must be under 35 years old at the time of enrollment (check the official guidelines for your specific category).

Health

  • You must be in good health and able to submit a Certificate of Health completed by a licensed medical doctor.

Other Conditions

  • You must not already hold Japanese citizenship or be a permanent resident of Japan.
  • You must be willing to study in Japan full-time for the duration of the scholarship.

Important: Only those who meet the 70% grade requirement are eligible. This is strictly enforced.

Scholarship Benefits

The MEXT Scholarship is fully funded. Here is what it covers:

Monthly Stipend

  • Research students (Master's & PhD): approximately ¥143,000 per month (~around $950 USD)
  • The amount may vary slightly depending on your field and year

Tuition Fees

  • 100% covered you pay nothing for university tuition, admission fees, or examination fees

  • Economy-class airfare from Rwanda to Japan at the start of your program, and back home upon completion

No Bonds or Repayments

  • This is a grant, not a loan. You do not repay anything.

Note: Online exams are NOT permitted. The written examination must be taken in person in Kigali.

Required Documents

According to the official Embassy of Japan guidelines, you will need to submit the following:

  1. Application Form (FY2027 version do not use last year's form)
  2. Placement Preference Application Form
  3. Field of Study and Research Plan
  4. Certificate of Health: must be completed and signed by a licensed medical doctor
  5. Recommendation Letter: from your academic supervisor or institution
  6. Academic transcripts: showing your full degree program grades (must show 70%+ average)
  7. Copy of your degree/diploma
  8. Passport copy or proof of nationality

Do NOT send your documents directly to MEXT in Japan. All applications go through the Embassy of Japan in Kigali.

The Selection Process Step by Step

Here is how it works after you submit:

  1. Step 1: Document Screening The Embassy reviews all submitted files. Only successful candidates are notified (mid-June).
  2. Step 2: Written Examination Tests in Japanese and/or English language proficiency, held in Kigali in person (around early July).
  3. Step 3: Interview Shortlisted candidates attend an interview at the Embassy of Japan in Kigali (around late July).
  4. Step 4: Second Screening by MEXT Japan's Ministry of Education reviews all candidates from embassies worldwide and makes the final selection (November).
  5. Step 5: Final Results Successful scholars are notified between January and February 2027.

  • Can I apply in more than one category? No. You apply in the category that matches your current academic level.

  • What if my grades are below 70%? Unfortunately, you are not eligible. The 70% full-program average is a firm requirement.
