Government of Rwanda Announces Study Bursary Loans for Highly Specialized Digital Skills Programs
Students and professionals in Rwanda looking to advance their education in cutting-edge technology fields now have an exciting opportunity. The Government of Rwanda, through the Higher Education Council (HEC) and the Rwanda Information Society Authority, has officially announced study bursary loans for Rwandans pursuing higher education in highly specialized digital skills programs at the Master’s and PhD levels. This initiative is supported under the Rwanda Digital Acceleration Project funded by the World Bank and the Asian Infrastructure Investment Bank (AIIB).
Opportunity Overview
As Rwanda continues to strengthen its digital transformation agenda, the government is investing in advanced digital education to equip citizens with high-demand skills and prepare a workforce capable of driving innovation and economic growth.
The bursary loan program targets individuals who wish to specialize in priority digital and technology-related disciplines. Selected candidates will receive financial support to pursue studies in local or international universities.
Eligible Fields of Study
Applicants must have admission into one of the approved specialized digital programs, including:
- Artificial Intelligence (AI)
- Robotics
- Blockchain
- Internet of Things (IoT)
- Embedded Computing Systems
- Wireless Sensor Networking
- Cybersecurity
- Virtual Reality
- Space Technology
- Software Engineering
- Computer Science
- Computer Engineering
- Digital Media
- Digital Entrepreneurship
Additional specialized technology programs are also eligible under the initiative.
Eligibility Requirements
Prospective candidates must meet several requirements before applying:
- University Admission
Applicants must already possess an unconditional admission letter from either a local or international university.
2. Academic Excellence
Candidates should have completed a Bachelor's degree with at least a Second Class Upper Division.
3. Professional Experience
Applicants should have at least three years of work experience and demonstrate a strong interest and commitment to the advanced ICT sector.
4. Recommendation Letters
Applicants are required to submit two recommendation letters from employers and/or academic supervisors.
5. Additional Conditions
Candidates should not have previously completed another Master's degree and should not currently be enrolled in another Master's or PhD program elsewhere.

- Application letter addressed to the Director General of HEC
- Unconditional admission letter
- National ID or valid passport
- Updated Curriculum Vitae (CV)
- Two recommendation letters
- Certified academic degrees and transcripts
Applicants are also expected to explain how their chosen program aligns with Rwanda’s development needs and how they intend to use technology solutions to solve societal challenges.
