1 & 2. HIV/AIDS Nurse Mentor Kamonyi District & Rulindo/Musanze District

Role Summary

AHF Rwanda is seeking experienced HIV/AIDS Nurse Mentors for two separate postings one based in Kamonyi District and another in Rulindo District with extended support to Musanze District health facilities. Both roles carry identical responsibilities.

The Nurse Mentor is responsible for the coordination, supervision, and mentorship of activities at AHF-supported health sites. The successful candidate will drive improvements in the quality of HIV care and treatment for people living with HIV, while building strong partnerships between health facilities, local leaders, and the AHF country program.

Key Responsibilities

Site-Level Activities

  • Reinforce HIV testing services (pediatric, adolescent, and adult), including PITC and index testing across all entry points
  • Improve pre-test and post-test counseling quality at all levels
  • Strengthen linkage and retention systems for HIV-positive clients
  • Support PCR-based early infant diagnosis, prophylaxis provision, and EID quality
  • Facilitate integration of HIV services with NCDs, cervical cancer screening, and STIs

Community Outreach

  • Implement community HIV targeted testing including moonlight initiatives
  • Engage peer educators and conduct outreach campaigns
  • Provide HIV prevention, testing, and follow-up services for key populations including sex workers and MSM

HIV Care and Treatment

  • Ensure high-quality PMTCT services aligned with national elimination targets
  • Support ART initiation, harmonized appointments, and viral load suppression
  • Assist with infection control protocols covering TB, COVID-19, Mpox, and Ebola
  • Reinforce psychosocial support, OI management, and referral systems

PMTCT and Family Planning

  • Train PMTCT nurses on national guidelines and follow-up protocols
  • Support integration of family planning into HIV services across ANC, maternity, and VCT

Laboratory and Logistics

  • Oversee proper quantification and requisition of ART drugs, reagents, and test kits
  • Ensure timely consumption reports and correct use of monitoring tools

M&E and Quality Improvement

  • Conduct monthly data quality audits
  • Support quarterly quality care assessments and site baseline assessments
  • Strengthen site-level reporting to RBC, MOH, and AHF Rwanda

TB/HIV Integration

  • Mentor ART and TB clinic staff on integrated TB/HIV service delivery
  • Ensure all TB/HIV patients receive appropriate management
  • Participate in RBC/MOH activities to revise national protocols

Qualifications

  • Education: Bachelor's Degree (A0) or Diploma (A1) in Nursing; equivalence accepted
  • Experience: Minimum 8 years in clinical HIV/AIDS care, including ART and PMTCT provision
  • Valid nursing license issued by the relevant Rwanda council
  • Experience in HIV/STI testing, key population follow-up, CQI training, and cervical cancer screening
  • Proficiency in MS Word, Excel, and PowerPoint
  • Willingness to work in remote areas is an added advantage

3. HIV/AIDS Nurse Mentor Bugesera District

This role carries the same responsibilities and qualifications as the Kamonyi and Rulindo/Musanze positions above but is specifically based in Bugesera District. It is classified as a senior-level role requiring 5 or more years of experience.

4. Monitoring and Evaluation Officer Rwamagana District

Role Summary

The M&E Officer will be responsible for all monitoring, evaluation, and research activities supporting AHF Rwanda's HIV program in Rwamagana District, with occasional travel to other sites. This is a data-critical role that ensures program performance is measured accurately and used to drive real improvements in service delivery.

Key Responsibilities

  • Provide technical leadership and administrative support in data collection, processing, analysis, and interpretation
  • Develop and maintain M&E systems that track progress against program objectives and targets
  • Coordinate collection, validation, and reporting of key program indicators across all Eastern Province sites
  • Support sub-partner M&E activities including periodic reporting and technical oversight
  • Generate monthly, quarterly, and annual statistical and narrative reports for internal and external audiences
  • Contribute to annual work planning, semi-annual reviews, and report submission to key government bodies
  • Roll out M&E training and capacity building for program staff in collaboration with the M&E Manager

Qualifications

  • Education: Bachelor's degree in Statistics, Economics, Information Systems, Social Sciences, or a related field; Master's in Epidemiology, Project Management, or M&E preferred
  • Experience: Minimum 5 years in health programs with strong M&E exposure
  • Strong analytical, quantitative, and database management skills including OpenMRS and Excel
  • Excellent report writing, leadership, and team-building skills
  • Proficiency in English and Kinyarwanda, written and spoken
  • Experience in grant proposal development and donor reporting is an added advantage

5. Finance Officer Eastern Province

Role Summary

The Finance Officer will manage day-to-day finance and accounting functions for AHF Rwanda's Eastern Province operations. The role focuses on documentation accuracy, timely payment processing, partner financial tracking, and strict adherence to AHF global finance policies.

Key Responsibilities

  • Receive, review, and process all financial documents, requisition forms, and payment vouchers
  • Ensure all vouchers are approved by appropriate authorities before disbursement
  • Record accountabilities and cash refunds from staff and partners in a timely manner
  • Review monthly partner expense reports against budgets to enforce financial discipline
  • Prepare weekly cash receipt reports and monthly cash calls in collaboration with the Finance and Admin Manager
  • Administer petty cash and manage the office safe in line with AHF policy
  • Maintain proper filing systems for all financial records
  • Support annual budget development and participate in audits

Qualifications

  • Education: University degree in Accounting or Commerce; partial professional qualification in ACCA, CPA, or CAT is a must
  • Experience: Minimum 3 years with an international NGO or development agency
  • Solid knowledge of IFRS, donor financial procedures, budget monitoring, and auditing
  • Advanced Excel and MS Word skills; experience with accounting software or ERP is an added advantage
  • Strong written and verbal communication skills; results-oriented with high ethical standards

6. Administrative Assistant Rwamagana District

Role Summary

The Administrative Assistant will provide comprehensive administrative and operational support to ensure the smooth day-to-day functioning of AHF Rwanda's Rwamagana District office. The role covers office coordination, documentation, logistics support, fleet management assistance, and general communication in compliance with AHF organizational procedures.

Key Responsibilities

Office Administration

  • Manage front desk operations, incoming calls, and visitor reception
  • Schedule and communicate appointments, meetings, and key organizational events
  • Create and maintain organized filing systems for records and documents per AHF guidelines
  • Ensure cleanliness and tidiness of the office and reception area
  • Assist in the maintenance of office equipment and report malfunctions

Logistics and Fleet Support

  • Coordinate travel arrangements for staff and visitors
  • Monitor vehicle logbooks and assist the Operations Manager with driver scheduling
  • Maintain office supplies inventory and manage procurement processes
  • Manage boardroom bookings and communicate weekly schedules to office-based staff

Qualifications

  • Education: Bachelor's degree in Administration, Business, Management, or Finance from a recognized institution; training in Office Management is an added advantage

  • Excellent interpersonal, organizational, and communication skills
  • Computer literate with effective problem-solving skills
  • Fluent in Kinyarwanda and English; French is an added advantage

7. Driver Rwamagana District

Role Summary

AHF Rwanda is recruiting a professional Driver to provide safe, reliable, and timely transportation for staff, visitors, and organizational materials. The Driver will also maintain the assigned vehicle in good working condition, ensure road safety compliance, and support basic logistical operations while representing the foundation professionally at all times.

Key Responsibilities

  • Maintain the assigned vehicle in optimal condition through daily and weekly inspections
  • Report damage, problems, and wear and tear to the Administrative Assistant promptly
  • Resolve basic mechanical issues immediately and ensure availability of essential spare parts and lubricants
  • Keep the vehicle clean and ensure all mandatory equipment is present and functional including fire extinguisher, spare tyre, tool kit, drinking water, required documents, and a hand torch with spare batteries
  • Maintain updated and accurate travel logbooks at all times
  • Coordinate with approved workshops and garages and monitor the quality of vehicle servicing per AHF Rwanda Logbook standards
  • Ensure the fuel tank is maintained at a minimum of two-thirds full and log fuel quantity and mileage at every refueling
  • Ensure vehicle administrative compliance covering registration, insurance, fuel cards, yellow card, and driving license validity
  • Ensure all passengers wear seat belts at all times this is mandatory
  • Strictly observe speed limits: 50 km/h in town, 90 km/h on highways, and 40 to 70 km/h on secondary roads depending on road surface condition

Qualifications

  • Education: Secondary certificate (A2) in vehicle mechanics, linguistics, or a related field
  • Valid driving permit Category B and D required
  • Minimum 5 years of driving experience with a reputable organization
  • Good knowledge of vehicle mechanics and professional driving techniques
  • Strong sense of initiative, organization, tidiness, and courtesy
  • Ability to communicate in English and/or French
  • Basic numeracy skills
