JOB SUMMARY
The Finance Officer will be responsible for the day-to-day finance and accounting functions of AHF Rwanda. This includes ensuring proper documentation, timely preparation of payment vouchers, timely dispatch of cheques to staff and vendors, accurate submission of accountabilities, and full adherence to AHF policies and procedures. The role also involves working closely with the accounting firm to ensure that partner advances, staff advances, and travel advances are tracked and liquidated on time for month-end reports.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Ensure implementation and adherence to AHF global finance policies and procedures
- Receive and review all financial documents
- Prepare requisition forms, payment vouchers, and all supporting documents
- Ensure all vouchers are approved by respective authorities
- Receive and record all accountabilities and cash refunds received from staff and partners
- Review monthly partner expense reports in line with budgets and support financial discipline in fund utilization
- Ensure timely submission of accountabilities as per AHF policy and procedures
- Maintain a proper filing system for all financial documents
- Record and enter all disbursement and receipt transactions into accounting records
- Dispatch cheques and EFT confirmations to respective vendors and recipients
- Prepare support documents for periodical reports
- Prepare and submit cash receipt reports on a weekly basis
- Prepare monthly cash calls in collaboration with the FAM
- Administer petty cash in accordance with AHF policies and never allow the float to fall below approved thresholds
- Manage the office safe and ensure adherence to financial standards
- Participate in annual budget development and management
- Perform any other duties and responsibilities as required
SUPERVISORY RESPONSIBILITIES
Provide leadership and supervision to any accounts staff as directed by the supervisor.
EDUCATION AND EXPERIENCE
- University degree in Accounting or Commerce
- Part qualification in any professional course ACCA, CPA, or CAT is a MUST
- Minimum of 3 years working experience with an international NGO or development agency
- Demonstrable knowledge of donor financial and accounting procedures, IFRS, budget monitoring, and auditing
- Excellent computer skills, especially Excel spreadsheets and MS Word
- Experience with accounting software or ERP systems is an added advantage
REQUIRED SKILLS AND COMPETENCIES
- Ability to read, analyze, and interpret financial documents
- Strong report writing and effective communication skills
- Working knowledge of accounts and reconciliation
- Sensitivity to ethics and confidentiality in finance and HR matters
- Good communication and interpersonal skills
- IT knowledge and proficiency in accounting packages
- Pro-active attitude with strong initiative
- Excellent oral and written communication skills
- Result-oriented and a strong team player
